Framework Agreement Meaning In Arabic
The Chief Negotiator of the Philippine Government, Marvic Leonen, and his counterpart Mohagher Iqbal of the Moro Islamic Liberation Front signed the agreement on October 15, 2012 at the Rizal Ceremonial Hall of Malacañan Palace in Manila, Philippines. The deal was sealed around 3:00pm PST. Malaysian moderator Ab Ghafar Mohamed, President Aquino, Malaysian Prime Minister Najib Razak, Al Haj President Murad Ebrahim and Secretary General Ekmeleddin İhsanoğlu of the Organization of Islamic Cooperation were present at the signing of the agreement.  The Bangsamoro Framework Agreement is a provisional peace agreement signed on October 15, 2012 at the Malacañan Palace in Manila, Philippines. The agreement provides for the creation of an autonomous political entity called Bangsamoro, which will replace the Muslim Autonomous Region of Mindanao (ARMM), described as a “failed experiment” by former President Benigno Aquino III.  The Moro Islamic Liberation Front and the Philippines held peace talks in Kuala Lumpur, Malaysia, from October 2 to 6. On October 7, President Aquino announced that the two sides had agreed to sign an interim peace agreement calling for the creation of an autonomous political entity called Bangsamoro, which would replace the Muslim Mindanao Autonomous Region (ARMM). He criticized the ARMM as a “failed experiment” that failed to address issues such as electoral fraud, political patronage, poverty, war and warlordism. Aquino said structural reforms were needed because the creation of Bangsamoro solves these problems while preserving national sovereignty. The agreement was reached after 32 peace talks between the two sides over a nine-year period.
